Local Laws 92 and 94 require a sustainable roofing zone — a green roof, solar, or a combination — on most new roofs and full roof replacements in New York City. Some buildings are exempt, and the trigger is narrower than most owners expect.

Green roof costs in NYC typically range from $15-$50 per square foot. Extensive (sedum) systems cost $15-$25/sq ft, while intensive rooftop gardens cost $25-$50+/sq ft. NYC's green roof property tax abatement has offered $10-$15 per square foot of green roof in recent years, capped per building — confirm current eligibility and filing deadlines with the NYC Department of Finance.
What is the difference between intensive and extensive green roofs?
Extensive green roofs are lightweight (15-50 lbs/sq ft), low-maintenance systems with sedum and drought-resistant plants in 3-6 inches of growing medium. Intensive green roofs are heavier (80-150+ lbs/sq ft) rooftop gardens with deeper soil that can support shrubs, trees, and walkable spaces.
Can my building support a green roof?
Most commercial buildings can support at least an extensive green roof. We conduct structural assessments to determine capacity. Buildings typically need 15-25 lbs/sq ft additional capacity for extensive systems. Older buildings may require reinforcement or can use lightweight extensive systems.
